Ill-formed list of alerts.

This error happens when the `alert-list` option in `moon.pkg` cannot be
parsed. The option uses the same compact list syntax as `warnings`, with `+` to
enable an alert and `-` to disable an alert. Older configurations may use an
`@` prefix to promote an alert to an error. The prefix remains accepted only
for compatibility and should not be used in new configuration.
